How can the draft text below be strengthened in order to create a legal obligation on the part of Annex I countries to deliver finance for loss and damage based on their historic responsibility?

Para 8 of Adaptation Draft COP Decision:

“Agrees on the need (to request) to strengthen int cooperation and expertise to address loss and damage associated with cc in developing countries that are particularly vulnerable to the impacts of cc and related slow onset events including risk management and insurance with a view to considering the need or otherwise for the establishment of (additional mech as appropriate scales) ( an international mechanism ) at it’s subsequent sessions.”
