LRI’s capacity-building work equips negotiators, and law and policymakers and civil society organisations in developing countries with the tools they need to engage confidently in international negotiations and implement climate laws domestically.

The training scaled up my understanding to all thematic areas – I can now confidently say I’m an all-round negotiator.

Our initiatives include:

  • Tailored legal training on the UNFCCC process and its relevance at domestic level, designed with local partners to reflect participants’ needs and expertise
  • Online tutorials covering key climate law topics
  • Mentorship for young lawyers, including participation in LRI’s delegation to UNFCCC meetings
  • Publications and explainers on negotiation issues and legal frameworks

LRI is also a lead partner in the European Capacity Building Initiative (ecbi), which supports negotiators through training and publications, such as the widely used Guide to the Paris Agreement, updated most recently in 2023.

Empowering New Climate Negotiators

Upon entering the climate negotiation at COP 26, Prakriti Koirala encountered challenges many junior negotiators encounter – limited procedural knowledge, complex terminology and language barriers. Referred to LRI by IIED, Prakriti received tailored legal mentoring from LRI, including most notably when she attended a regional training workshop in Nepal in 2023 where mock negotiations provided practical experience.  

Prakriti credits this support with accelerating her development, enabling her to navigate negotiation texts with confidence and contribute actively. Her experience demonstrates how targeted legal support and training can swiftly empower new negotiators from developing countries to engage effectively in global climate policymaking.
