This briefing paper offers some reflections on the “Lima call for climate action” (Lima Decision) adopted by COP20 and relating to the work of the Ad Hoc Working Group on the Durban Platform for Enhanced Action (ADP) on the development of a new agreement to be adopted at COP21 in Paris in December 2015 and implemented by 2020 (the 2015 Agreement).
The paper reviews the preamble and provisions relating to the 2015 Agreement and Intended Nationally Determined Contributions (INDCs), analyses the key issues of disagreement in Lima relating to these provisions and offers some thoughts on the process for 2015 and potential outcomes at COP21.
