This LRI briefing paper highlights the key implications of the “Lima call for climate action” (Lima Decision) relating to Workstream 1 of the ADP on the development of a new agreement. It focuses on the main areas of discussion and divergence amongst the Parties at the Lima session, including scope and transparency of INDCs, the issue of Finance and Adaptation. It also offers analysis of the “Elements for a draft negotiation text” (Elements Text), which has been accepted as the basis for further negotiations throughout 2015.
